WELCOME

The Barbados Chess Federation Inc. (BCF) wishes to welcome you to the beautiful island of Barbados, with its friendly people, delicious food and spectacular beaches. The most eastern of the Caribbean islands is an enchanting sports and leisure center with a population of approximately 273,000 and as a former English colony it was once heralded as “the jewel in the crown”. Here is hoping that you enjoy your stay here.

 I. INVITATION

The Confederation of Chess for the Americas (CCA) and theBarbados Chess Federation Inc., are pleased to invite all National Federations of the Central American and Caribbean (CAC) Sub-Zone 2.3.5 to participate in the Sub-Zonal 2.3.5 Championships Absolute and Femaleevent, to be held atDiviSouthwinds Hotel, Christ Church, Barbados from April 27th to May 3rd, 2016.

II. GENERALCONDITIONS

  1. The Championships will be according to the FIDE Rules of Chess, the“REGULATIONS FOR THE SUBZONALS” and the following General Conditions.
  2. Open to all players from Sub-Zone 2.3.5 who have a FIDE Rating.
  3. Registration closes Wednesday, April 13th, 2016 at 20:00 hrs.
  4. Each National Chess Federation can register any number of FIDE rated players. All players must possess the authorization of their Federation.
  5. The Participating categories: Absolute and Female
  6. The tournament will be a Swiss System of nine (9) rounds or Round Robin depending on the number of players and at the discretion of the Chief Arbiter.
  7. The rhythm of play will be ninety (90) minutes for all the moves plus an incrementof thirty (30) seconds per move from the initial move. The tournaments will beInternationally Rated and will be reported to FIDE.
  8. Determination for the final positions will be decided by the points obtained by each player. The player who obtains the most points will be declared the Champion. In the case of ties, the winners will be decided by the implementation of the following tie-break systems in the order mentioned:

 

In a Swiss System Tournament:

A) Result between the tied players if they have all played each other

B) Most games won

C) Most games with Black (unplayed games shall be counted as played with white)

D) Bucholz Cut 1

E). Bucholz

F) Sonneborn-Berger

G) Play off at the arbiter’s discretion

 

In a Round Robin Tournament:

A) Result between the tied players if they have all played each other

B) Most games won

C) Koya System.

D) Sonneborn-Berger.

E) Play off at the arbiter’s discretion

 


  1. Pairings & Results

Before the beginning of the First Round of the Championship, a list with all the names of participants will be published at the playing hall. The Pairings will be published at least one hour after the last game of each round at the tournament’s Official webpage or Chess-results.com and at the venue’s hall.

  2. The Championship Organizers expects the highest standards of behavior and fairplay by the participants.
  3. Default Time: The player who has not made a move thirty (30) minutes after the official start of the rounds shall lose his game.

The first five (5) places in the Absolute Section shall be awarded the following prizes:

III. PARTICIPANTS’ COSTS

  1. Covered costs

The Organization will cover the costs for accommodation and meals for the previous Sub-Zonal Champion (2014) and also the Zonal Champion (2015). Additionally, costs will be covered for one official player from each federation belonging to the Sub-Zone.

All official players will receive meals from dinner on April 27th until breakfast of May 3rd.

Note: For the official players, the organizers will provide shared accommodation and meals in double occupancy. Those who wish to have single accommodation shall pay extra as indicated below.

 

  1. Registration

It is recommended that Pre-Registration of the participants be made by their Federation via email to the BCF’s General Secretary by March 30th, 2016.

  • Pre-Registrations must be formalized by each Federation by email with all details of the participants: Names, FIDE Title, FIDE ID, FIDE Elo, Date of birth and Federation name, on or before April 13th2016 to the BCF’s General Secretary at the following email address,k-blackman@hotmail.com, and copied to BCF’s Treasurer Donna Murray at donna_murray@live.com.
  • All players, without exception, must pay the CCA registration fees of seventy five United States dollars (US$ 75.00) and thirty United States Dollars (US$ 30.00) for the Organizers. This Fee must be paid on or before April13th, 2016.

Please note that in order to be registered a player must have a FIDE ID.

Players who have not paid by the beginning of the tournament will not be paired.

  • Participants who register after April 13th, 2016, will incur a late registration feeof US$100.00. The rationale being that, the organizers need sufficient lead time to confirm the hotel reservations for the participants and accompanying persons.

a) On the day of registration, each player must show their original passport or ID and deliver a photocopy of the same.

b) The Organization will only accept Registrations authorized by their respective Federations.

c) The onsite registrations will close April 27th 2016, at 20:00 hours.

  • For all participants and accompanying persons in the championship, the credentials (ID) will cost Ten US Dollars (USD 10.00).
  • Accommodation will be provided at DiviSouthwinds Beach Resort, St. Lawrence Main Road, Christ Church, Barbados for the official persons and all other participants.

The following room types and rates are applicable to the official hotel DiviSouthwinds, St. Lawrence Main Road, Christ Church during the tournament as well as seven (7) days prior and seven (7) days after the tournament.

Any participant (player/ official/ coach/ trainer or parent) wishing to stay at another hotel other than the official hotel will be subject to an exoneration fee of US $100. All fees are payable to the Barbados Chess Federation.

Important: The Organizers are not responsible for any Participants (chess players, parents, coaches and trainers) who choose to stay outside the official hotels of the organization.

Any arrangements other that what is displayed above will be determined on a case by case basis by the tournament organizers

All accommodation cost will be paid for six (6) nights as a total package plus registration cost for whoever will be coming for April 27thand leaving on May 3rd. If someone comes later or leaves earlier, he or she will still be required to pay the total package cost. If someone comes earlier and leaves later he or she will be required to pay all additional costs for accommodation and transportation.

 

NOTE: Again, please note that these arrangements are offered on a first come basis, and are only guaranteed upon payment.

  1. Local Transportation

The organizers will provide transportation to and from Grantley Adams International Airport and DiviSouthwinds Beach Resort. Persons staying outside the official venue (DiviSouthwinds Beach Resort) will be responsible for their own transportation and security.

  1. Payment

 

Payment of registration fees and accommodation must be made by BANK WIRE transfer by April 13thor as otherwise authorized by the organizers.

On completion of wire transfer, a scanned copy of the transfer receipt should be emailed to Barbados Chess Federation’s President and Treasurer at:

 

 

As soon as the payment transfer is confirmed, the organizing committee will send the respective chess Federation the confirmation of the hotel reservations. Also all confirmed registrations will be declared on the official web site, where Federations may check their participants’ situation on a daily basis.

 

  1. Cancelations

 

The Barbados Chess Federation acts as a booking agent for DiviSouthwinds Beach Resort. When we make your booking, you are entering into a contract with the DiviSouthwinds Beach Resort via the Barbados Chess Federation, not with the Barbados Chess Federation itself.

 

In all cases, once your booking is confirmed, you are subject to the terms and conditions of DiviSouthwinds Beach Resort’s cancellation policy.

 

For this event, DiviSouthwinds Beach Resort will fully refund accommodation payments if cancelation notice is received no later than 11:00 a.m. on Thursday April, 21st, 2015. After that all payments are non-refundable.

 

For Official Players whose cancelation notice is received after 11:00 a.m. on Thursday, April 21st, 2015, DiviSouthwinds Beach Resort will bill the Barbados Chess Federation the full accommodation package which will be billed to the Federation of the player.

VI. OTHER INFORMATION

  1. Media

All journalists who wish to participate in the event may contact the organizers and should be accredited.

  1. Promotion and Marketing Stands

Anyone who wishes to rent a promotional stand on location should contact the organizers for rentalconditions.

No one will be allowed any promotional space (except FIDE and CCA) or to have a stand for merchandise or other services, without approval of the Organizing Committee.
